I personally put about 80 of these faulty machines in a very high load, high heat cluster. Others, in a high low, very cold environment. The machines picked for the cluster (out of about 300) did not have any bulging caps or leaking electrolyte before hand. They were about 5 years old, used.
I saw failure rates of about 30% within two months for the high heat ones. (Think 40 machines stuffed in a small, unventilated room, running full tilt.)
I got a rate of about 18% in a month in another 40 count batch running in 20 Fahrenheit temperatures. Yes kids, Fahrenheit.
Of all 80 machines tested, all but three ended up with bulging caps or leaking electrolyte. Failure is defined as not booting past POST.

'any interference by the military will be unfavorable'...gotta love this guy...as far as remaining secret, dontchaknow this is how we get in these messes to begin with? governments set secret deals that usually make things worse, dirty deals that can't stand the light of day. dirty deals that destabilize legitimate governments for economic advantage. you want to keep stuff secret, imagine if the plot to oust Iran's elected leader back when was open knowledge, what would the mid-east look like now? what about the support given to Israels nuclear program, or their deal with S. Africa? or Iran-Contra, Tolkien Bay, Bay of Pigs...L. America...and this is just a few of the backroom deals

that said, yeah, some stuff needs hiding, but what percent? one out of hundreds? this secrecy, which Obama is only making worse is a sickness, a get out of jail free card, an incentive to do more, always more. no checks, no knowledge of what the government is doing.
beyond a doubt, this intense focus on secrets is ruining what's left of the world. if wikileaks uses a modicum of discretion there is a good chance that the light will kill a whole lot of vampires...
